In order to thoroughly implement a series of major strategic arrangements of Made in China 2025, Guiding Opinions of the State Council on Actively Promoting "Internet +" Actions and Guiding Opinions of the State Council on Deepening the Integration of Manufacturing and Internet, Heilongjiang Province issued the Notice of the "Internet + Industry" Action Plan of Heilongjiang Province, the Notice on Accelerating the "Internet +" Action Guidance (2016 Edition) and other documents, proposing to seize the major strategic opportunities, grasp the opportunity of the construction of the “Five Major Plans” in Heilongjiang Province, “China-Mongolia-Russia Economic Corridor” and Heilongjiang Silk Road Economic Belt to accelerate the deep integration of the new generation of information technology and industry. Give play to the re-shaping effect of "Internet +" on industry and promote industrial economy to improve quality and efficiency, transform and upgrade so that realize the transformation from "Longjiang Manufacturing" to "Longjiang Intelligent Manufacturing". Harbin has fully implemented the country’s policies and measures, and has made full efforts to build a strong manufacturing city. It formulated the Harbin Action Plan of "Made in China 2025, which determines that taking the intelligent manufacturing as the main direction, adopting "Internet + manufacturing" as the breakthrough, and focusing on building the industry development platforms. All these provide important support for the construction of the Harbin-Changchun City Clusters and the Harbin New District.

The Longha Industrial Cloud Platform will further promote the industrial internet in economic restructuring and industrial transformation and upgrading and provide support for the development of the "Made in China 2025" on typical demonstration city in northeastern area, esp, Harbin.
